Am not sure about the term Outpatient Specialist. Is visit to SGH or any other hospital being classified as specialist? Only neighbourhood medical clinics are considered as GP?
If this is normal medical consultation in SGH or other hospitals, it shall not be classified as specialist. General practitioner clinics are under the Primary Care Partnership Scheme (PCPS).
