From 1 August 2014, companies will be required to
advertise in the WDA Jobs Bank before filing a new Employment Pass (EP)
application. The advertisement must comply with the Tripartite
Guidelines on Fair Employment Practices and run for at least 14 calendar
days. If you wish to hire a foreigner for the same job that has been
advertised, applications for EPs for that job must be made within 3 months from
the advertisement's closing date. Otherwise, a fresh advertisement will need to
be posted.
There will be no need to state the position's salary range in the Jobs Bank if
you do not intend to hire a foreigner for that position. However if there is a
possibility that you may want to consider a foreigner, you are strongly advised
to state the salary range. The salary range is needed by MOM when in assessing
an EP application. The salary range does not have to be made public but an EP
application will not be approved if it is not stated in the Jobs Bank and you
will have to post the advertisement afresh for 14 days.
The Jobs Bank is ready for posting of job vacancies. Although August is still a
few months away, MOM encourages that you to start posting job vacancies now.
Firms with 25 employees or less will be exempt from this new advertising
requirement.
